The leading international specialists in the tunnelling and underground space field will gather from 21 to 26 April. The World Tunnel Congress (WTC) will be held at the Dubai World Trade Centre. This annual meeting is a six-day innovation sharing event and showcase scientific advance within the tunnelling and underground industry.
Expecting more than 2000 experts and visitors, the 2018 World Tunnel Congress will be a key moment for all the built industry.

The theme around which the 2018 World Tunnel Congress will focus, “The Role of Underground Space in Future Sustainable Cities”, will highlight the subterrean potential for many urban functions, in particular in the development of sustainable cities. During six days, the leading international specialists involved in creating powerful and innovative structures for major road and rail links, technical tunnels and underground space will come together: Contracting Authorities, Developers, Engineers, Architects, Planners, Local Authorities, Public Establishments, Major Construction Companies, Builders and Suppliers. All disciplines will be represented.

THE OPENING CEREMONY
In the presence of the Sheikh Mohammed Bin Rashid Al Maktoum (to be confirmed), the opening ceremony will be held on Monday 23rd April at 9.00am. Prof. Tarcisio Celestino, President of the ITA will welcome the audience with an opening speech and the ceremony will be rhythmed by several key moments:
THE TUNNEL LANDMARK LECTURE
Roman underground road network in Naples presentation will be made by M. Stefano de Caro former General Director for Archeology (Naples). This network is the first real underground transport network in an urbanized area with a vision to optimize the transport and the communications inside the city for military and for civil reasons. Since antiquity, Neapolitan subsoil has seen the opening of myriad cisterns, quarries, passageways, catacombs, and more, becoming genuine road axes designed and built to traverse parts of the territory.
Naples’s underground settings thus present so vast and diversified a horizon that it is assessed as reaching a volume equalling about one million square metres of area; but according to some estimates, there is far more to be discovered: beneath the ground there might be two million more square metres yet to be surveyed; therefore, approximately 60% of Neapolitans live and work above a cavity.
THE MUIR WOOD LECTURE
For the 44th edition of the WTC, the traditional “Muir Wood Lecture” will be given by Edward Cording and will focus on “Monitoring and Controlling Ground Behavior at the Source Recent Applications to pressurized tunnelling”.
The “Muir Wood Lecture” is an honorary lecture being held in the name of Sir Alan Muir Wood, first ITA President. The speaker and topic is decided by the ITA General Assembly one year before the conference.

- Presentation of the ITA/FIDIC (the International Federation of Consulting Engineers) Emerald book
The round tables at the World Tunnel Congress 2018 in Dubai will address the issues of Contractual Practices for the 21st Century. Towards the end of the year, the FIDIC Emerald Book (Conditions of Contract for Tunnelling and Underground Works), resulting of a joint effort of ITA and FIDIC, will be released.
Construction of tunnels and underground structures is growing worldwide. The global yearly market is over 100 bn US$. Unfortunately, the construction of tunnels and underground structures are seen as very expensive projects, always over cost and difficult to manage by owners.
But with a planned growth of urban population worldwide expected to reach 80%, it is necessary to double the urban infrastructures within the next 3 decades and notably many of them being built underground. To do so, it is important to have at disposal contractual practices that are on line with the specificities of building underground.
During the Open Session, Tuesday April 24th, representatives of owners, financing institutions, engineering companies and contractors will share with the audience the good examples of contractual practices as the challenges still ahead.
The Chair of the joint FIDIC / ITA task force on the Emerald Book will present the main aspects of the 12 new Contract Form in view of the publication this winter.
